Rassilon's final High Council
A Time Lord historian noted that Rassilon's final High Council stood during the "last days of the Time War". The Partisan, a member of this High Council, was executed by Rassilon for suggesting that the Time War should end. The Visionary was identified as an "affiliate" of the High Council. When Rassilon proposed his plan to return Gallifrey to the universe, only two members of the High Council, the Woman and the Patriarch of Stillhaven, voted against him. Their punishment was to stand as "monuments to their shame like the Weeping Angels of old" with their names erased from time. (PROSE: A Brief History of Time Lords, TV: The End of Time)
Under-Colonel Androgar was the liaison between the High Council and Gallifrey High Command. He informed the Eleventh General that the High Council was in emergency session as they had "plans of their own". The General, however, dismissed the High Council, noting that their plans had already failed. (PROSE: A Brief History of Time Lords, The Day of the Doctor)
Following the Time War, Rassilon continued to lead the High Council. During the Siege of Trenzalore, the High Council heard Clara Oswald's plea to help the dying Eleventh Doctor through the time field over Trenzalore, confirming that they had found their home universe; the Time Lords responded by providing the Doctor with additional regenerative energy which he used to perform a thirteenth regeneration that destroyed the Dalek forces over Trenzalore. (PROSE: A Brief History of Time Lords) Later, after Gallifrey returned to N-Space at the end of the universe, the Twelfth Doctor returned to Gallifrey and banished Rassilon, (TV: Hell Bent) seeing him take off in a bowship.
