Victor Royce, also known as Vic, was a cab driver in Cardiff and a former criminal. He was one of several Cardiff residents who became influenced by an alien computer, during which time he would share personal information with complete strangers. When Torchwood Three attempted to analyse the source of the strange behaviour, the computer interpreted this action as an attack, and sent its heralds to locate and kill its enemies. Vic, Linda Sosa and Tommy Kincannon pursued Jack Harkness and Owen Harper, but Jack convinced them that he was also under the computer's influence. Vic and Tommy then left to pursue Gwen Cooper and Tony Pratt.
