Arrest

An individual could be placed under arrest for breaking the law.

In 1927, New York police shot Jack Harkness and arrested Angelo Colasanto. (TV: Immortal Sins)

Rosa Parks was arrested on the 1st December 1955 after famously refusing to give up her seat to a white passenger on a racially segregated bus in Montgomery, Alabama. This event was witnessed by the Thirteenth Doctor, Ryan Sinclair, Yasmin Khan, and Graham O'Brien and would lead to the Montgomery Bus Boycott that led to the end of racial segregation a year later. Episodes 11-13 of the first series of Torchwood are set anywhere from 2007-2010 as a result of conflicting evidence shown in the episodes Ghost Machine, Greeks Bearing Gifts, Random Shoes, To the Last Man, Reset, Adrift, Fragments, Exit Wounds, and The New World. As episode 10, Out of Time, is set at the end of December, this means that episodes 11-13 are almost certainly set the year after episodes 1-10.
