One nation, [[Ulk]], develops a new explosive and the green-skinned humanoid inhabitants of Ulk load it on a boat headed for the enemy capital city, [[Gor]]. The TARDIS materialises on the boat and the Doctor quickly ascertains its purpose, but the TARDIS cannot leave due to electrical interference. An invisible shield blocks incoming rockets, presumably from Gor. The Doctor cuts down a mast uses it as an oar, steering it back towards Ulk. Ulk drops the shield so it can fire rockets at the incoming boat, allowing the TARDIS to escape.
