They were sensitive to vibrations and took everyone, trapping them in ice somewhere on top of the building. Before he can tell them any more, a snake-like ice creature touches him and turns him to ice.

Chased onto the roof, the Doctor and Rose find a huge ice building housing a weather machine. The entity, having always hidden in the Earth’s [[water]] is now using it to freeze itself into existence. Rose is trapped in ice.

The Doctor smashes the ice machine. This raises the temperature, destroys the creature and frees all the people trapped in ice, including Rose. As it starts to rain, the Doctor and Rose decide to call in on Jackie for a quick cup of [[tea]] and to dry off.
