A Cyber-Leader commanded the Cyber-Flagship of a Cyber-Fleet. The fleet was sent the planet Nomicae to collect the Doctor's memories for the Cyber-Empire.
As the Cyber-Leader's whole body was considered a weapon, the Cyber-Leader attended the auction via hologram. To take control of the proceedings, the Cybermen arranged for a cybermat to take over Addison Delamar, partially cyber-converting her. At the Cyber-Leader's order, the other three representatives were killed by Delamar before Tara Mishra used Vogan gold to sever the Cybermen's control.
