Davitch Pavale was one of the programmers on the Game Station, alongside his female counterpart, who answered to the Controller. Unlike most humans, Davitch was aware that something was wrong with the station and the Earth and kept a secret log of everything he noticed and recorded.

When the Ninth Doctor, Rose Tyler and Jack Harkness were transmatted on-board in 200,100, they, along with the programmers, discovered that the Game Station was being used by the Daleks, led by the Emperor Dalek, to re-build their empire following the Last Great Time War; the losers of their gameshows were turned into Daleks and the station used a signal to make the fleet invisible to any form of detection.
