Bandar was dispatched by Ollistra to erase the Norvis Galaxy using a device similar to the Oubliette of Eternity. His TARDIS was brought into the field of device. He became know as a lord funding advances in technology that then caused a war. This allowed him to find a way to escape. He was killed in a bomb explosion and his TARDIS planted its matrix inside him creating Sorn. (AUDIO: Collateral Victim)
