Hedigar was a high ranking Time Lord soldier. When a new recruit had finished his training he was brought to Hedigar. He tried to give him a motivational speech about why Arcadia was the safest place on Gallifrey (much to the disappointment of the recruit's trainer who claimed that Hedigar's motivational speeches scared people).
