The Partisan, a member of this High Council, was executed by Rassilon for suggesting that the Time War should end. The Visionary was identified as an "affiliate" of the High Council. When Rassilon proposed his plan to return Gallifrey to the universe, only two members of the High Council, the Woman and the Patriarch of Stillhaven, voted against him. Their punishment was to stand as "monuments to their shame like the Weeping Angels of old" with their names erased from time. (PROSE: A Brief History of Time Lords, TV: The End of Time)
