Brigadier General Cutler was the American military officer in command of the Snowcap base in Antarctica.

When Mondas approached Earth in December 1986, Cutler arrogantly refused to listen to the First Doctor's advice and planned to use the Z-Bomb against the Cybermen, regardless of the possible danger that it posed to Earth.
When the warhead failed to launch, Cutler realised that Ben Jackson had sabotaged it and was about to kill him and his friends when he himself was killed by Krang. (TV: The Tenth Planet)
Cutler had a son, Terry, (TV: The Tenth Planet) and a daughter, Pamela, who had become the only female general in the United States armed forces by 2006. (PROSE: Iceberg)
