Shalvar was an old acquaintance of the Fugitive Doctor and an elite member of the Voord. They had a frosty relationship. He was a member of the brood of Yarvin who spent time trying to find him. He used his troops to help her fight the War Doctor. After the Ouroboros appeared he teamed up with Elizabeth I to distract it. He died in the conflict.
