The Howling Halls were where Elemental Shades originated. (DW: Love & Monsters)

Judging by the Doctor's comments to Elton Pope, the Howling Halls seem to be a prison of some sort. It may be of note that the Eternals called the Void the "Howling". (DW: Doomsday)
