Actually, I think a cyborg is anything that is a comprised of a mixture of both organic and inorganic material, which would make bitey a cyborg.  A cyborg doesn't have to be human, otherwise Daleks wouldn't be classified as human.

Since the Doctor reprogrammed him, I think is it safe to say that, however temporarily, Bitey fell under the Allies of the Eleventh Doctor category.
