Silas P was a [[Happiness Patrol]] secret agent who hunted people down if they where not happy. He captured a Killjoy and tried to get [[The Doctor]] but he was to smart and killed Silas P with a click with his fingers.

He was responsible for the disappearances of forty-six killjoys and was awarded two badges by [[Helen A]], ([[TV]]: {{cs|The Happiness Patrol (TV story)}}) although he never had the opportunity to have an intimate conversation with her. After alerting the Happiness Patrol to [[Daphne S]], Silas was awarded his third badge by Helen A, who mistakenly believed that Daphne had been his forty-fifth victim and, in their first proper conversation, was somewhat threatened by his ambition for high office.
