Avon was an attendant in the City.

Avon lived in the City and had no interest in seeing the rest of the planet. (TV: The Savages) He worked as an attendant to the Elders, (PROSE: The Savages) whom he trusted completely.

Avon and Flower were charged with showing Steven Taylor and Dodo Chaplet around the City, during which Avon told Steven that the people had made a discovery but declined to tell him about the transference, saying that the process was better discussed by the Elders and the First Doctor. He stopped Dodo from taking a path which led outside of the City and searched for her when she slipped away to Senta's laboratory. He and Flower reported her disappearance to Jano.
