Savage (The Savages)

The derogatory term, savage, was applied to anyone living outside the confines of the city on a planet visited by the First Doctor. This name was given by the "Elders", who used the pejorative word about their planet's co-inhabitants.
The Elders treated the savages contemptuously, draining them of their life force to extend their own lives. The Doctor viewed this practice with disgust and with Steven Taylor, Dodo Chaplet and the recanting Jano, united the two peoples. Steven chose to stay behind to ensure that the new society remained peaceable. (TV: The Savages)
