Dr Magnus Soames was the creator of the Blue Fire System. He was trying to remove fear to create better soldiers.
Within the system itself, Soames was the person who received Sally Morgan when she arrived at Blue Fire House, as well as the cook for the house. According to the Seventh Doctor, he made excellent coffee. (AUDIO: House of Blue Fire)
