More bulky than the sonic screwdriver, it  could cause physical harm by emitting sonic waves and cause pain. Toshiko Sato, an employee of the Lodmoor Research Facility, stole plans for the device (or perhaps plans of the actual sonic screwdriver) and by order of a mysterious woman named Milton, made a working device from the plan's in exchange for the life of her kidnapped mother. However, as Jack Harkness stated, the plans wouldn't have actually worked except that, with her technical genius, Tosh re-figured the design so that it would work. Before her capture by UNIT, Milton tested the sonic modulator on Tosh's mother. (TW: Fragments)

During the episode "Enemy Of the Bane" Mrs Wormwood employed a smaller and far less crude variant of the device concealed within one of her rings. the device bore the same name and was effective as a powerful weapon against both bane and human alike. However the power life was short and ran down quickly. In the episode "The Lost Boy" Nathan Goss employed a crude manually powered sonic modulator device which could knock a human unconciouss and earmuffs had to be worn as protection against the high frequency soundwaves. Whether this was built specially by him from Earth technology or was an actual piece of Slitheen technology is as yet unknown.

The sonic modulator was a human-built sonic device. It could cause physical pain and injury by emitting powerful sonic waves. Toshiko Sato, an employee of the Lodmoor Research Facility, stole plans for the device at the order of a mysterious woman named Milton. She offered a working device from the plans in exchange for the life of her kidnapped mother. Jack Harkness said the plans wouldn't have actually worked, but with her technical genius, Tosh altered the design so that it did work. Before her capture by UNIT, Milton reneged on the deal, testing the modulator on Tosh's mother, aurally torturing her. (TV: Fragments)
