Kel was a council worker who worked in Dame Kelly Holmes Close in 2012
He was kind enough to help people push their cars which were stalled by the heat absorbed by the Isolus pod, and proud and conscientious of his work to make the street perfect for the passing of the Olympic Torch ahead of the 2012 Olympic Games. While doing this work, he unknowingly covered the pod in hot tarmac, applied with pride, but this heat and love wasn't quite enough to continue the lonely Isolus on its journey. Rose Tyler dug up the pod with Kel's pickaxe and threw it into the Olympic Torch, which the Tenth Doctor then carried to the Olympic Flame at the Olympic opening ceremony.
