David Gordon worked in security for Perseus Corporation. He was assigned to deal with a hacker attack at Perseus' subsidiary company, Perseus Dynamics.
He and Phillip Green, also in security, were interested in deflecting the UN's attention from Perseus' illegal project. They were suspicious of the Eighth Doctor's credentials when he arrived acting as an investigator for Conflict Management Oversight.
