The Emotional inhibitor is a device fitted in all Cybus cybermen suits. It allows a human brain to be installed into a suit and exist without the brain suffering a "meltdown" of overwhelming emotions of what they had become.

An emotional inhibitor, also known as an emotion chip or inhibitor chip, was a device fitted into all Cybermen. It allowed a human brain to exist without suffering a "meltdown" of overwhelming emotions at what it had become.
