In the last Chapter of Alien Bodies Qixotl (who I believe is the only one to physically state the identity of the body) worries about the bidding factions hunting him if they discover the true identity of the relic/body, claiming that "the pedigree of the corpse wasn't as cut and dried as everyone seemed to think, not by a long chalk.". It may potentially still be some incarnation of the Doctor but it is fairly significant that the person selling the corpse claiming that the corpse is not the Doctor, and it is not included on the page which is listed under 'Incarnations of the Doctor'.
 
Also the aren't all of the psychic abilities allegedly possessed by the corpse revealed to just be either the Eighth Doctor himself or The Shift? {{unsigned|TNTegg}}

Accordingly, in context, the idea behind the "pedigree not being cut and dried" line sin't that Qixotl believes the corpse isn't the otter, but rather, implicitly, that the corpse didn't simply die on Drornid in the official way (the suggestion is that the Doctor actually survived the battle on Drornid, then died in some other way, and then his corpse was timey-wimeily brought back to the wreckage of Drornid).
