The New Earth System was a system of thirty habitable planets that included New Earth, Queen Victoria, Little Yugoslavia, New Yugoslavia, Davy Crockett and High Sierra. Humanity colonised the system in 2380, and fifty years later, fewer than a million people lived there. The Daleks invaded the system and planned to wipe out its inhabitants with neutron fire, so that they could turn it into a breeding ground in which to clone more Daleks. (COMIC: Doctor Who and the Dogs of Doom)
