The Time Lord-People Treaty was a non-aggression treaty drawn between the People of the Worldsphere and the Time Lords of Gallifrey.
Following the People's war with "the Insects" which devastated many worlds and killed over twenty-six billion sentient lifeforms, they signed the treaty with the Time Lords, who acknowledged that the People were on par with their own technological capabilities; the Time Lords themselves were terrified of time-looping the People in case they would escape and learn from the experience.
