Jules Faure was a French scientist who worked aboard the weather control Moonbase in 2070. He was a geologist, but also acted as a general handyman.

When Sam Becket discovered that part of an antenna was missing, Jules and Franz Schultz went out to investigate. While on the lunar surface, he and Franz were attacked by two Cybermen and stripped of their spacesuits. He was then converted into a Cyberman, and was used to control the gravitron for the Cybermen.
