Tommy Kincannon was a lorry driver in Cardiff. He was one of several Cardiff residents who were influenced by an alien computer. He would share personal information with complete strangers. When Torchwood Three attempted to analyse the source of the strange behaviour, the computer interpreted this action as an attack and sent its heralds to locate and kill its enemies. Tommy, Vic Royce and Linda Sosa pursued Jack Harkness and Owen Harper, but Jack convinced them he was also under the computer's influence. Vic and Tommy left to pursue Gwen Cooper and Tony Pratt.
