Peggy was the owner of a shop on a Shetland Island. She made the Fourth Doctor and Leela a cup of tea. She also operated the telephone exchange on the island and told the Doctor that the only calls that could be made were local when he wanted to call Alistair Gordon Lethbridge-Stewart.
