Downphilly was a tracking station in Cornwall in the 1960s and 1970s.

Information from Downphilly was used by Professor Travers when he was attempted to discover the origin of the temporally displaced soldiers in April 1969, and the whereabouts of the missing Colonel Lethbridge-Stewart. (PROSE: The Schizoid Earth)

Its director was Sir Ian MacGregor, and its senior scientific officer was Weatherall. Downphilly tracked the launching of an American space station which was secretly armed with nuclear missiles. The Third Doctor attended the launch and learned that technician Davie Jenkins had detected a large object approaching Earth, which turned out to be a Zeron spacecraft. They failed to prevent the station from firing missiles on the ship, which in retaliation fired a ray which destroyed part of the tracking station. (COMIC: The Enemy from Nowhere)
