David Jenkins is the name used by both the Third Doctor and the narrator of the story

Davie Jenkins was a technician employed at Downphilly in the 1970s under Weatherall. While testing equipment for the upcoming launch of an American space station, he detected a large object approaching Earth. When his discovery was dismissed by Weatherall, Jenkins struck him for his officious attitude. After telling the Third Doctor about it, they found that the object could not be seen with optical instruments, and tried to stop a missile attack on the object, which turned out to be a Zeron spacecraft. After the Zerons made their hostile intentions clear, the Doctor and Jenkins took the TARDIS on board the spacecraft, where they rescued the station's crew and constructed a bomb which destroyed the Zerons and their ship.
