The Fifth Doctor's High Council was the administration formed when Borusa's final High Council exercised its "emergency powers" to appoint the Doctor to the role in the wake of President Borusa's disappearance during the Death Zone affair. Despite this, he immediately fled Gallifrey to continue his travels with companions Tegan Jovanka and Vislor Turlough, conferring "full deputy powers" on High Chancellor Flavia "until [his] return", (TV: The Five Doctors) which constituted the appointment of her to the position of either Acting President (PROSE: The Eight Doctors) or Deputy President. (PROSE: The Five Doctors)
According to one account, Flavia's time as Acting President was a sucessful one in which the planet prospered until she resigned and offered herself up for election formally as President only to be defeated by Niroc through "fraud, chicanery, jerrymandering and jiggery-pokery". (PROSE: The Eight Doctors) According to another account, Flavia retired soon after her appointment because she had told the Gallifreyan public that Borusa had named the Doctor as his successor and people blamed her for "bungling the succession". Over-Chancellor Tavoli took her place but she was eventually forced to recall the Doctor to Gallifrey so that he could be formally invested as its President and lead the planet.
