Bliss was a human female from England. She appeared to be a somewhat talented artist, singer and guitar player.

Bliss, along with Bridget Sinclair, Colin Skinner and Ursula Blake, had noticed that "a man called the Doctor" had been at the heart of many of the strange things that had been happening to the Earth in recent years. Joining together, they formed an "inner sanctum" researching and studying the Doctor, discovering that his involvement stretched back many years. (PROSE: The Time Traveller's Almanac)
In the year following the Sycorax invasion of Earth, they were joined by Elton Pope, who named the group LINDA, only for Bliss to be absorbed by the Abzorbaloff when he first arrived in March that year, making her his first victim in the group.
