Debbie Latimer was the secretary of Senator Imbo Kento and a Bereznik spy.

She intended to kill both the World President and the Astran Kaplan by sabotaging the Andromeda Project on Astra. After Agent Twenty One of the Universal Secret Service correctly concluded that Mezenskie was her cohort, she killed him before attempting to poison Twenty One with gas. When the Project reached completion months later, Latimer ultimately failed in her plan. She was detained by Kapbetha, who had already been told the traitor's identity by Twenty One due to a slip-up she had made on his first day.
