Floor 000 was the lowest level of Satellite Five, serving as the arrivals and departures level where shuttles arrived and departed.
As the Daleks invaded Satellite Five, all the stranded humans who refused to believe their existence hid there, while the Ninth Doctor worked on a delta wave and Jack Harkness and others fought the Daleks on the upper floors. Instead of proceeding up after initial entrance, as predicted, the Daleks instead went down directly to Floor 000 and exterminated everybody there. (TV: The Parting of the Ways)
