The true enemy is a third planet called the Planet of Evil, ruled by "[[The Shadow]]".

On the Planet of Evil, the Doctor encounters Drax, who is an old [[Time Lord Academy|Academy]] friend, and a fellow Time Lord, who had been employed under duress by The Shadow but agrees to help the Doctor. The Eleventh Drax was one of Inspector McCormick's "half a dozen best men".

As such, he was present when McCormick was called to arrest the third, fifth, ninth and twelfth incarnations of Drax. They later all ran away in McCormick's TARDIS. (AUDIO: The Trouble with Drax)
