Sabjatrik, called "the tyrant", was a Time Lord criminal. According to Skagra, Sabjatrik and his brother Rungar together "dragged Gallifrey into a Second Dark Age". They were members of one of the older Prydonian families, but according to legend they drowned their own mother in a leaky SIDRAT.
