Brooke was the science officer on the Starship Future. He discovered the Dalek in the Oort cloud and wanted to examine it to get higher technology. He was working for the Dalek and produced a machine for it. This machine could create more Daleks. The Dalek used him to create a new set of Dalek Mutants and then turned himself into one.
