Hossak was a Time Lord liaison officer who was appointed chairperson of the fake temporal summit, an event for which she prepared for years.
Wanting to become recognised as a peacekeeper, Hossak used a device connected to servitors to rewind time: firstly when an engineer discovered her power source, secondly after Lexi was murdered by Flinkstab and lastly when Baano assassinated Pule. Romana II and Leela exposed her and she attempted to reset time a final time to erase Romana and provoke conflict for her to resolve, but the Presidential TARDIS stopped the time field.
