Eliza Cooper was an agent of the Torchwood Institute.
Biography[[edit]]
Eliza and her colleague Robert Lewis had been working for the Torchwood Institute for almost a decade by the late 1890s.
In 1889, Eliza and Robert traced the chronal signature left by the Tenth Doctor's TARDIS. The signature was notably the same as detected in 1983 at Krakatoa and during the Gabriel Chase affair in Perivale. They worked out that the TARDIS had been dragged away by horse and cart and deduced that it meant the machine wasn't currently operational and the Doctor was stranded in London. It wasn't long before they encountered the Doctor, H. G. Wells and Jonathan Smith, and gave chase ordering them to stop in the name of the Torchwood Institute. The pair captured H. G.
