Robert and his colleague Eliza Cooper had been working for the Torchwood Institute for almost a decade by the late 1980s.
In 1889, Robert and Eliza traced the chronal signiture left by the Tenth Doctor's TARDIS. The signature was notably the same as detected in 1983 at Krakatoa and during the Gabriel Chase affair in Perivale. They worked out that the TARDIS had been dragged away by horse and cart and deduced that it meant the machine wasn't currently operational and the Doctor was stranded in London. It wasn't long before they encountered the Doctor, H. G. Wells and Jonathan Smith, and gave chase ordering them to stop in the name of the Torchwood Institute. The pair captured H. G. Wells and took him back to their base of operations at the West India Docks for interrogation.
In order to buy himself more time H. G. Wells pretended to assist Torchwood in capturing the Doctor. He took them to the site of the TARDIS, but the Doctor instead made it so that they would capture Jonathan instead (who he had discovered was in fact a member of the Supreme Alliance from the 51st century intent on revenge for the death of Magnus Greel). Believing him to be the Doctor, Torchwood took Jonathan hostage and thanked H. G. Wells for his service. (COMIC: The Time Machination)
In 1906, Robert and Eliza went through a time machine, but were transported to a different planet thousands of years into the future. There they encountered the Doctor, whom Robert tried to arrest. Eliza realised that they would need the Doctor to return home, but Robert remained determined to kill the Doctor in defence of the British Empire. His threats amused the Doctor, who constantly mocked and insulted him.
Robert was killed when he was struck by a ray from the terraforming satellite orbiting the planet. (COMIC: Final Sacrifice)
