Brastall was a Time Lord Cardinal of the Arcalian Chapter. He monitored the changes to history caused by the Fourth Doctor's actions on Skaro. He later informed the Doctor that his actions in the Adelphine Cluster would result in a force of robots that would contribute to the fall of the Daleks, with the Doctor recognising Brastall from their earlier meeting on Skaro. (PROSE: A Device of Death) However, by other accounts, the Time Lord messenger who gave the Fourth Doctor this mission had a different identity. (PROSE: Lungbarrow, et al.)
