By the time of the Quatch invasion of Skaro, the Fourteenth Black Dalek ruled the Dalek City.
Davros thought little of the Fourteenth Black Dalek, claiming that, with its "limited" thinking, the Black Dalek could not explain how it represented the entire Dalek race when they had recently begun a civil war. Because of this, Davros was also able to convince the Black Dalek into accepting servitude of the Quatch Empire, noting that it could not rely on its fellow Daleks for assistance anymore.
