Mr Quill was an engineer at a Euro Sea Gas refinery commanded by John Robson. Mr Quill, along with Mr Oak, was mentally controlled by the weed creature and committed various acts of sabotage around the refinery, including emptying the oxygen cylinders and gassing Maggie Harris.
When Jamie McCrimmon became suspicious of the two engineers, Oak and Quill tried to escape, but Jamie and Victoria Waterfield stopped them. Jamie tackled Quill while Oak managed to escape. Quill tried to gas Jamie, but he was knocked unconscious when Victoria screamed, freeing him from the weed's control. (TV: Fury from the Deep)
