When Ace was later abducted by the Ratts, the Doctor followed the signal of [[Ace's baseball bat|her bat]] to find her on Peerie Canto. Halogi-Kari was a Harbinger, with the natural power to create time storms at will. He attempted to use Ace to free the Wraiths from the Quantum Anvil and let them wreak destruction, and used the Ratts to do his bidding.

Halogi-Kari used his power of creating time storms as a service for various others. This included Fenric, whom Kari served as a Wolf of Fenric. Fenric had him transport Ace from her home in 1987 to Iceworld on Svartos so that she would meet the Seventh Doctor. He also allied with the Wraiths, and allowed them to time-storm their armies to their enemies. He developed their Transit Stations, which he later hid.
