Halogi-Kari was a Harbinger, with the natural power to create time storms at will. He attempted to use Ace to free the Wraiths from the Quantum Anvil and let them wreak destruction, and used the Ratts to do his bidding.

Halogi-Kari used his power of creating time storms as a service for various others. This included Fenric, whom Kari served as a Wolf of Fenric. Fenric had him transport Ace from her home in 1987 to Iceworld on Svartos so that she would meet the Seventh Doctor. He also allied with the Wraiths, and allowed them to time-storm their armies to their enemies. He developed their Transit Stations, which he later hid.

When the Astingir imprisoned the Wraiths in the Quantum Anvil, the Shadow Proclamation learned of Halogi-Kari's activities and confined him for one hundred years. Afterwards, he aimed to free the Wraiths once again, but due to being watched by the Shadow Proclamation, he disguised his work as charity. Halogi-Kari set base on Peerie Canto with a portal to the Anvil. He employed the Ratts, whom he tried to use as hosts for the Wraiths (including having Crozier augment their brains), but their brains were still too limited. As such, he granted the Ratts the basic ability to time-storm themselves and abduct humans from Earth. Due to a legal loophole, taking humans who felt "unwanted" or "unneeded" and "donating" them to his cause counted as a charity.

Since Ace had come into contact with the Anvil during her final adventure with the Seventh Doctor, she was closer in frequency to the Wraiths, so Halogi-Kari wanted to use her as a host for the Wraith Queen. When an older Ace investigated one of the transit stations in 2020, she reunited with the Thirteenth Doctor and Team TARDIS. When Ace was later abducted by the Ratts, the Doctor followed the signal of her bat to find her on Peerie Canto. Halogi-Kari tried to time-storm the Doctor, but she was able to resist until Aquillon shot him in the shoulder. Ace emerged from the Anvil attached to the Wraith Queen, but after seeing their possible futures in the Quantum Anvil, the Wraiths had changed and desired peace. Halogi-Kari severely wounded, Ace made him vow to return those he had kidnapped and face justice from the Shadow Proclamation. (PROSE: At Childhood's End)

Halogi-Kari was a stout creature with a wrinkly, veiny, elephant-like hide, stubby limbs, horns like a ram's, and spikes down his back. His face had four red eyes, a skeletal nose, and folding bat-like ears. He was bipedal though also occasionally scuttled around on all fours. (PROSE: At Childhood's End)
