Vladimir Ilyanich Kavarin was a member of the KGB.

In 1961, he was instructed by his superiors to get the War Doctor to Moscow for interrogation. He was later authorised by his leaders to form an alliance with the Daleks. He was exterminated by the Dalek Time Strategist after they found he had no use to them, as they'd take Earth's resources by force. He was soon resurrected after the War Doctor defeated the Daleks and seemed to regain his memory. However he was accused of being delirious due to the timeline being reverted, and Kruger instructed the secret police to give Kavarin the "help he needed", despite having memories of the alternative timeline himself.
