Frank Kelsey was a resident of Halifax, Yorkshire in the 21st century, and a member of the Calderdale Antiquarian Society. He objected to the construction of the Hebble Piazza due to its location on the site of the Halifax gibbet. He was a companion of the Ninth Doctor. He wanted to keep history alive.
