The electro attack was a built-in Cyberman weapon utilised by various Cyber-subspecies, as well as the Cyberslaves, on different occasions.

It was first used by the Cybermen of Mondas, in their attempts to take the Moonbase, and was later used again by the CyberTelosians after being awakened from their Cyber-tombs on Telos.
