Assistant Commissioner Strickland was assistant commissioner of the London police. Sip Fel-Fotch Passameer-Day Slitheen had killed Strickland and used his skin as a disguise, and, upon discovering their connection to the Ninth Doctor, attacked Jackie Tyler and Mickey Smith, who killed him by throwing a cocktail of acetic acid at him.
