Andron was chief of Mar-Kom's time police in New Britain in 3550. He tracked the Third Doctor's return to England in 1971 and posed as a police constable to capture him. He piloted the Doctor's TARDIS to New Britain and imprisoned the Doctor with Theophilus Tolliver. In preparation for their executions, he demonstrated to them the power of Mar-Kom's killing machine and allowed them access to a laboratory to prepare weapons to fight it.
